The Project in Development and the Environment was the first USAID project to address development and the environment as a unified concept. Dozens of activities undertaken on this contract throughout the Middle East, Eastern Europe and Latin America addressed pollution prevention, municipal and solid waste management, water quality monitoring and improvement, energy efficiency and demand management, and greenhouse gas emission reductions. We drafted organic environmental laws for Egypt and Jordan, and helped other countries improve their legislation. Chemonics helped donors increase funding for and better structure environmental programs. We strengthened environmental private sector markets and enterprises, building on compliance and market based incentives. We helped develop and strengthen environmental NGOs, including the formation of EcoPeace, a self-sustaining coalition of NGOs addressing water issues from Egypt, Israel, Jordan, and Palestine. We helped build capacity for environmental awareness programs in host-country agencies and NGOs. We also helped host-country entities prioritize environmental problems and investments, and delivered a comparative health risk assessment of Cairo that led to a re-ordering of environmental priorities there. Chemonics pioneered a community environmental action plan methodology combining risk assessment with participatory appraisal methods that was subsequently promulgated throughout Central America.
