Counterpart’s Small Grants Program, implemented through partnerships between Ukrainian government, businesses, and NGOs in Mariupol and Berdyansk, Ukraine, has achieved the following results: • Upgrade of the municipal wastewater treatment system improved wastewater quality (30% less BOD and TSS; 50% less nitrogen and ammonia) and energy efficiency (by 30%); • Installation of water purification equipment provided clean potable water to over 3,000 disadvantaged and sick children; • ‘Clean City Project’ improved municipal waste management which reduced the potential for leaching of hazardous substances into surface and groundwater; and • Development of the ‘Mariupol Environmental Portal/Ecoportal’ website has become a regional resource of environmental data provided by local government agencies. Counterpart’s LEAP methodology helped to identify and address environmental issues and water quality in particular Azov Sea coastal area and cities of Mariupol and Berdyansk, Ukraine. Through comparative risk assessment and participatory local planning complemented by trainings and regional experience exchanges, the LEAP methodology has led to significant improvements in water man¬agement, pollution reduction and improved access to clean drinking water in Mariupol and Berdyansk, Ukraine. As a result of Counterpart’s LEAP and capacity building activities in the NIS, Ukraine’s Parliament and Ministry of Environmental Protection have incorporated modern instruments such as risk assessment and cost/benefit analysis into environmental legislation and policies, and the steel industry has initiated risk assessment/ management activities (ISO 14000 EMS) to upgrade and improve environmental operations.
