Taking what evaluators called "a bold new approach to conservation," this project empowered 50,000 rural residents to participate in stewardship of Botswana's rich biodiversity. Under two successive contracts, residents benefited from new or expanded regional markets for tourism and indigenous veld products as a direct result of Chemonics-promoted sustainable resource management. The team helped the Department of Wildlife and National Parks set the policy and regulatory framework for community-based natural resource management, establish quota management guidelines, adopt community wildlife inventory and monitoring and evaluation procedures, establish an extension service division, and enhance management and training capacity. We also supported development of management plans for national parks, reserves and wildlife management areas and worked with the Ministry of Education to enhance conservation-based education. The team also helped establish community-based organizations (CBOs) to manage resources, including identifying markets for traditional forest-based products and forming trusts to control leases to safari hunting and ecotourism operators. One such trust saw revenues increase more than tenfold in three years. By project end, resource management responsibility for 62,000 square kilometers had devolved to CBOs and the project's highly successful approach was being studied for replication throughout Southern Africa.
