Environmentally Sound Management and Development of Federal Offshore Borrow Areas Along the United States East and Gulf of Mexico Coasts

The project conducted for the U.S. Minerals Management Service (MMS) developed monitoring protocols for physical and biological impacts that went through a rigorous peer-review and testing process. This project consists of the following major components: (1) Developing field monitoring systems to evaluate the physical and biological effects of using Federal offshore borrow areas on a long-term basis; (2) Examining the feasibility, appropriateness, and desirability of putting these monitoring systems into place and identification of the need for collection of supplemental biological data or physical modeling information in the Federal borrow areas; and (3) Formulating options and recommendations for including Federal, State, and Local governments in an overall planning process to manage the Federal offshore borrow sites in an environmentally responsible and cost-effective manner over a long-term period. The management component of the work resulted in a report that outlined a framework for Sand Management Working Groups to assist MMS in determining best use and management of the offshore sand resources. This kind of analysis and recommendations required knowledge of the technical, social, and governance issues and an understanding of MMS’ regulatory requirements and agency objectives. Several meetings were held with stakeholders from different regions to assure that their concerns were addressed. MMS accepted the report and recommendations as “excellent”, and adopted this management approach and are implementing it as a pilot project in Louisiana. Part of our support includes coordination among agencies on NEPA and Endangered Species Act consultations.
