This task order provided technical assistance to financially troubled water utilities (PDAMs) that have been hard-hit by the monetary and economic crisis in Indonesia to help them achieve positive cash flows. Specific activities included performing technical and administrative audits of selected enterprises and assisting in the preparation of a workable financial recovery action plan for each weak water enterprise. The financial recovery action plans done in conjunction with the PDAM Rescue Program will ultimately lead to more-efficient utility administration, an improved water-policy environment, and institutional structures capable of promoting and sustaining private sector development.
