CH2M HILL provided technical assessments of water and wastewater facilities in the cities of Sochi, a Black Sea resort; Nalchik, a city in the Caucasus area; Kansk, a city in Siberia; and Votkinsk, a formerly “closed” city in the Udmurtia Republic; all in the Russian Federation. On-site facility surveys conducted by CH2M HILL and Russian subcontractor engineers were supplemented with data collected in the Vodokanal (water and wastewater utility) offices and operating plants. Information for the water supply, treatment, and distribution system and the wastewater collection, treatment and sludge disposal systems for each of the four cities was assessed. System weaknesses that increased operating costs, such as inefficient pumps, leaking mains, or other loss points, were identified.CH2M HILL prepared conceptual designs and cost estimates to rehabilitate and repair, as well as build new or expanded facilities, to improve system performance. Improvement projects were prioritized with the Vodokanals, the World Bank, and the Russian Ministry of Construction to provide a short-term Strategic Investment Plan and a long-term Programmatic Investment Plan. Selected projects contribute to the system’s fiscal sustainability through basic cost savings measures and by minimizing reliance on government funds for operations and capital investment. The plan recommends investment strategies to improve service reliability, safety, and efficiency of Vodokanal operations and provides support for World Bank loan applications.
