With fertile land, a good climate, and low wages, India is expected to compete with rival agricultural superpowers such as the United States and Australia. The value of fresh fruit, vegetable, and flower exports tripled in recent years. However, as the world's second-largest grower of fruits and vegetables, India's exports account for only 1 percent of world agricultural trade. Inadequate market information, infrastructure, and agribusiness finance knowledge contribute to this problem. To increase private investment in agriculture, the first phase of the ACE project launched the country's first agribusiness center in 1996. Based in New Delhi, center services include price reporting for commodities in major global markets and access to information on exports, U.S. technology sources, and post-harvest guidelines. With dues-paying members, an Internet website, and a regular publication (Agribusiness Report), the center is self-sufficient under the Federation of Indian Chambers of Commerce and Industry. This particular task order continued the work of the ACE project by collaborating with industry groups to create similar centers in other cities, train financial intermediaries in agribusiness lending, develop lobbying capacity, and demonstrate the role of private investment in ports, terminal markets, and cold storage facilities. For example, the project helped win approval for a wholesale market for fresh produce in Ludhiana, and brokered an agreement between the Maharashtra State Warehousing Corporation and a private firm to develop a cold-storage facility at a regional wholesale market.
