Private land ownership in Kyrgyzstan was authorized by a constitutional amendment adopted in 1998, followed in 1999 by the implementing legislation. In a country of over 1 million hectares of irrigated, arable land, the subsequent increase in agricultural land-related transactions fueled the need for an effective infrastructure to support the reforms as well as introducing the principles of private land ownership and landowners’ rights to a greater portion of Kyrgyzstan’s population. This project works to support the recent reforms by developing the appropriate land-market infrastructure and institutional expertise, and by conducting training on land rights, urban real estate markets and water law reform. The Project’s initiatives have assisted in advancing the urban and rural land markets and in providing for market-driven land use planning, real estate appraisal and mortgage lending systems, as well as for market-determined land sales.
