Water and Wastewater Master Planning for the City of Fier

CH2M HILL developed a sustainable master plan to address the critical water and wastewater needs in Fier, Albania. The water portion of the plan included strategies to reduce water leaks and waste with the goals of providing 24-hour service to the majority of urban customers and promoting water conservation. The plan for the wastewater system included strategies to improve and extend the collection system, as well as improve treatment and disposal. Other portions of the master plan included water quality monitoring procedures, maps of the water and wastewater system networks and facilities, short-term and long-term plans to improve services, capital proposals with associated costs, recommendations to ensure technical and financial sustainability of the planned improvements, and mechanisms to promote community participation. To successfully address all of these aspects of the master plan, CH2M HILL assessed the societal aspects of the City of Fier and its outlying district, including the aspirations of water consumers, their household budgets, and their readiness to pay more for water services. The program also considered the existing environmental conditions in the city and the environmental impact of the proposed capital improvements. The study also considered financial conditions of the Fier water and wastewater enterprises and the potential for achieving financial sustainability, including the repayment of loans used to finance the 5-year improvement program. A financial forecasting model was developed and used to predict a 25-year cash flow under various cost recovery alternatives (water tariffs, revenue collection rates, operations and maintenance costs, etc.).
