The purpose of this project was to strengthen the ability of local government units - from governorate to village level - to plan, contract, and supervise construction of local development projects, and to operate and maintain local infrastructure. A follow-on to the $14 million Basic Village Services program (also implemented by Chemonics), LDII helped local governments mobilize resources to cover recurrent infrastructure costs and provided extensive management and technical training to provincial officials and staffs. Chemonics' team of 18 expatriate and 75 Egyptian advisors worked with the Organization for the Reconstruction and Development of the Egyptian Village (ORDEV) and the Government of Egypt in all 22 provincial governorates to decentralize village infrastructure development. By project end, LDII had provided funds for more than 13,000 locally planned, implemented, and managed municipal services projects that benefited 30 million rural residents in 976 village units. For infrastructure sector planning, the team provided almost 89,000 person-days of orientation in sub-project identification and funding cycle requirements, and more than 87,000 person-days of training for technical staff in provinces. We also undertook and provided training in environmental impact assessment of infrastructure development. Chemonics assisted in developing a fully automated MIS for recording and reporting information on project implementation operating in all 22 governorates and in the central government. Chemonics advisors established improved monitoring procedures and practices in all provinces as well as a replicable, low-cost pilot site-visit monitoring system appropriate to local resources. In addition, Chemonics assisted in creating geographic information systems (GIS), service access and coverage indicator systems, and detailed subproject monitoring systems.
