The purpose of the overall project was to help the Egypt's Ministry of Public Works and Water Resources (MPWWR) improve its ability to communicate with water users as part of a national effort increase farmer participation in water user associations, promote cost-sharing irrigation, and change water consumption and management patterns. Phase I had three components: (1) help the MPWWR prepare a communication strategy which included recommendations for establishing a Water Communication Unit (WCU); (2) conduct a small pilot communication activity to demonstrate participating communication programs; and (3) prepare an institutional development plan for the WCU.
