Phase III helped Egypt's Water Communications Unit (part of the Ministry of Public Works and Water Resources-MPWWR) improve its ability to communicate with water users as part of national efforts to increase participation in water policy formulation and implementation and improve water resources management. The activity had four components: (1) strengthen two-way communications between MPWWR field staff and the Ministry's clientele; (2) plan, produce and disseminate communication programs/materials; (3) conduct baseline and follow up studies on primary target groups; and (4) continue the institutional development programs started under previous phases of the contract.
