Ms. Bass has over 15 years if experience developing and managing the Environmental Law Institute's research, training and information exchange projects for Latin America and the Caribbean. Recent projects include: enforcement training workshop for Chilean environmental officials; workshops for Andean communities on certification and other policy tools for mining impacts; publication of legal tools for private lands conservation; publication on prior informed consent and mining. EMS training for Mexico municipal officials She served as Technical Advisor to the Organization of American States for development of the Inter-American Strategy for Public Participation, a comparative analysis of Latin American and U.S. laws on access to genetic resources, preparing forestry, biodiversity and pollution control initiatives for the Summit of the Americas, an analysis of the legal framework for forest management in Mexico, a report on decentralization of environmental protection in Mexico; environmental law and enforcement courses for the judiciary in Brazil; basic legal skills training for community leaders in Southern Mexico; and a series of environmental law conferences for U.S., Canadian and Mexican policymakers. She organized a workshop on private sector initiatives in environmental protection for the Global Forum in Rio de Janeiro and an international conference on environmental law in Rio de Janeiro in October, 1991 in preparation for UNCED. Ms. Bass managed a three-month course on national environmental policy making for developing country officials in the fall of 1991. Ms. Bass also has hosted informational exchange programs for environmental attorneys and policy makers from Argentina, Brazil, Costa Rica, Honduras, Peru, Ecuador, and Mexico. Ms. Bass is also responsible for the Institute's visiting scholar program for Latin America and has worked with lawyers and economists from Argentina, Bolivia, Brazil, Chile, Costa Rica, Ecuador, Peru and Mexico in the program. Ms. Bass is proficient in Spanish and French. Ms. Bass earned a JD from Georgetown University School of Law and holds a B.A. in History from Yale University.
