Ms. Troell is currently Co-Director of ELI’s Africa Program. She has extensive experience in environment and development issues, with particular emphasis on environmental governance and water resources management. As a U.S. Peace Corps volunteer, Ms. Troell spent two years as Environmental Education Director for two of Morocco’s national parks. Prior to joining ELI, she was also an Honors Law Clerk in the International Environmental Law Office of the US EPA’s Office of General Counsel and a legal intern for the International Law Program at the Natural Resources Defense Council. In 2002, she spent six months in South Africa, working closely with lawyers, community groups, and government officials to draft policy recommendations for improving water governance in the international Limpopo river basin. She has published her work in areas such as transboundary environmental impact assessment (TEIA) as a tool for improving public participa tion in international watershed management; the efficacy of NAFTA’s citizen submissions process; and the environmental consequences of war. In her position as co-director of the Africa Program, she works clos ely with a variety of NGO and governmental partners to implement projects on topics as varied as community fisheries management and access to genetic resources. She is also currently leading ELI’s internation al waters program, which is collaborating with the Global Environment Facility international waters projects to develop guidance materials and conduct a series of regional workshops on public participation in the management of international waters. Ms. Troell has working knowledge of French and is conversational in Moroccan Arabic. She earned her J.D. from University of Virginia School of Law and holds a B.A. in Environmental Studies and English Literature from Oberlin College.
