Mr. Rothstein is an Economist with extensive experience in water and wastewater utility finance, public involvement, and conservation program planning and evaluation. He has conducted rate, ability-to-pay, and willingness-to-pay studies domestically and internationally, including in Africa and central Europe. He has applied this experience to projects related to institutional strengthening, skill transfer evaluation of public-private partnership options, and the use of decision analysis techniques in financial issues.
