From ridge to reef: Integrated water and coastal resources management

Water and coastal resources are crucial for sustainable development. Water is not only a resource to be preserved and managed, but also an economic and social good to be shared equitably and efficiently. The Integrated Water and Coastal Resources Management Indefinite Quantity Contract is a simple and efficient way for USAID Missions, regional bureaus, and USAID/Washington to access expertise in a wide variety of water resource topics for USAID programs that support water for people, water for food, water for nature and water for jobs.

Using the IQC

Services can be ordered by USAID in three simple steps:

  1. A Mission/Bureau prepares a scope of work for a task order within the program framework and scope of the IWCRM IQC.
  2. The CTO through the CO submits a Task Order Request for Proposal (TO RFP) to the contractor.
  3. The contractor prepares a response in compliance with page limitations for proposals, as follows:
    • Task orders under $100,000: Technical proposal no more than 3 pages, cost proposal no more than 2 pages.
    • Task orders between $100,000 and $2 million: Technical proposal no more than 10 pages, cost proposal no more than 2 pages (“simplified procedure”).
    • Task orders over $2 million: CO may use the simplified procedure above, or has the discretion to decide how much documentation above the minimum in the “simplified procedure” is needed to assess technical capability and cost of the contractor.
